IT Product Manager / Technical Lead (Remote - EHR Systems)

We are seeking a highly skilled Product Manager who will also serve as the Technical Lead for a large-scale Electronic Health Record (EHR) system project within the public sector. This role requires a unique blend of high-level project strategy and deep technical expertise to oversee the design, build, and deployment of critical healthcare IT infrastructure. The ideal candidate will bridge the gap between business stakeholders and technical teams, ensuring the successful execution of complex data migrations and system interfaces.

Key Responsibilities

  • Technical Leadership: Serve as the primary technical lead on the project team, overseeing the full lifecycle of technical design, build, test, and deployment activities.
  • Stakeholder Coordination: Act as a central point of contact for software vendors, agency leadership, and external stakeholders to resolve technical problems and align on project vision.
  • Agile & Hybrid Management: Provide expert input on Agile and Hybrid methodologies, participating in retrospectives to continuously improve team practices and processes.
  • Data & Infrastructure Oversight: Manage data migration efforts and the implementation of interfaces between the EHR and external systems while supporting critical infrastructure and platform decisions.
  • Release Management: Oversee a healthy release management process, including the coordination of several go-live cohorts.
  • Technical Advisory: Conduct technical research, sprints, and prototypes to evaluate vendor markets and determine the feasibility of new IT modules.
  • Team Coaching: Mentor and coach both internal and vendor technical resources, explaining complex concepts to non-technical stakeholders to facilitate informed decision-making.
  • Risk Mitigation: Continuously identify, prioritize, and communicate technical debt and architectural risks to the project team.

Required Qualifications & Expertise

  • Extensive Experience: Proven track record in development, implementation, and support for complex, large-scale IT systems.
  • Technical Depth: Deep understanding of underlying technologies, business process expertise, and the ability to interact with stakeholders across all lifecycle phases.
  • EHR Knowledge: Prior experience with Electronic Health Record (EHR) systems or large-scale healthcare IT projects is highly preferred.
  • Methodology Expertise: Strong background in Agile/Scrum and Hybrid project management practices.
  • Compliance & Security: Must be able to successfully complete annual Cyber Security and HIPAA training.
  • Communication: Exceptional ability to translate technical risk, complexity, and sizing into actionable business insights.

Work Environment & Conditions

  • Location: 100% Remote
  • Schedule: Full-time hours (EST timezone).
  • Tools: Work must be performed exclusively via provided Azure Virtual Desktop or issued hardware.
  • Certifications: While not mandatory, certifications in PMP, IIBA, or Prosci are highly valued.
