Market Surveillance - Solution Delivery, Assistant Vice President, Hybrid

About the position

State Street Financial Crimes Compliance Market Surveillance Organization is looking for an Assistant Vice President (“AVP”) to lead the Solution Delivery efforts in Boston, MA. Market Surveillance Solution Delivery Team leads surveillance technology solutions for the global State Street business units, including State Street Markets, Global Treasury, and State Street Investment Management, allowing business units to manage and deliver advanced capabilities in compliance with global regulations. A solid background in trading—particularly FX or equity—is essential for success in this role . Work Arrangement: This role follows a hybrid model, with regular in-office presence as a core expectation. While remote flexibility is available, candidates should anticipate working primarily from an office environment. Preference will be given to those based in the Boston/Quincy area, and occasional travel to other local office locations will be required to foster collaboration and maintain strong partnerships across teams. Why this role is important to us This role will serve State Street as an experienced manager leading a team tasked with supporting various strategic and ongoing initiatives, as well as implementation and operationalization activities for the Market Surveillance Team. In performing these duties, this AVP will liaise with the business owners and with cross-organization subject-matter experts. In performing this role, the leader will collaborate with the business to deliver state-of-the-art technology that assists in reducing risk and ensures regulatory compliance. Advanced technologies may include machine learning, natural language understanding, and predictive modeling. Exemplary projects include trade surveillance (FX, equity, etc), communication surveillance, and record management initiatives.

Responsibilities

  • Define and implement a strategic technology plan, including budgets, to support the business requirements of the organization
  • Define, lead, and develop project tasks related to tactical and strategic initiatives
  • Lead all business-side testing initiatives and manage consultants and team members to complete testing within agreed-upon timeframes
  • Leading integration testing with technology and vendor
  • Manage multiple vendors to continuous improvement
  • Support Model Validation team to meet regulatory model validation requirement
  • Develop a plan and strategy to define business-user administration processes and working with key stakeholders in business technology, Compliance, and Security to implement a solution that meets audit requirements for user access control
  • Act as subject-matter expert for all products in the communications and trade retention and surveillance industry to ensure that State Street is best positioned to take advantage of emerging technologies in the industry
  • Contribute to program strategy, prioritization, and deliverables planning to include the vision and mission, work plans, and operations policy and procedures
  • Manage vendor partnerships and vendor deliverables
  • Liaise with key stakeholders across many organization functions, including Enterprise Risk Management, Technology, and Compliance
  • Identify and solve problems using analysis, experience, and judgment
  • Support the definition and documentation of business requirements for technology and vendor teams’ consumption
  • Collect, review, and categorizing data to support trend analysis, research, and planning
  • Act as an escalation point for complex issues to proactively identify, research, manage, and resolve issues; facilitating communication with business sponsors and stakeholders, which may cross business units and include offshore partners, as well as outside vendors.

Requirements

  • Solid background in trading: A solid background in trading—particularly FX or equity—is essential for success in this role
  • Financial Services Experience : Extensive experience delivering solutions in financial services, with knowledge of FX market making or market microstructure considered a plus.
  • Strategic Technology Leadership: Ability to define and implement technology plans and budgets that align with business requirements.
  • Project and Program Management : Experience leading and developing project tasks for both tactical and strategic initiatives, including managing testing and integration with vendors.
  • Vendor Management : Skilled in managing multiple vendors, partnerships, and deliverables to drive continuous improvement.
  • Subject-Matter Expertise : Deep knowledge of products in communications, trade retention, and surveillance, with the ability to leverage emerging technologies.
  • Analytical and Problem-Solving : Ability to identify and solve problems using analysis, experience, and judgment; collect and review data for trend analysis and planning.
  • Bachelor degree in a quantitative discipline (Financial Mathematics, Financial Engineering, Mathematics, Statistics, or a related field)
  • Extensive experience delivering financial services solutions
  • Knowledge of FX market making business or FX market microstructure is a plus

  • Any tools such as Actimize, Nasdaq SMARTS, Eventus, SteelEye, SQL, Python/R, Power BI/Tableau, and AI/LLM are considered nice-to-have and can be learned on the job.
