PPW, Home and Hospital Program - Contractual
<strong>Job Description</strong><br><br>Assists high risk students in successfully negotiating the demands of the academic program. Facilitates and coordinates the involvement and support of parents, school administrators, staff members, and community agencies in educational initiatives. Provides casework services to students and families. Performs other duties as assigned.<br><br><strong>Responsibilities</strong><br><br><strong>EXAMPLES OF DUTIES:</strong><br><ul><li>Assists school staff in the analysis, identification, and education of high risk students. Collaborates with school staff to develop, implement, and assess programs for at-risk students and to address student adjustment, behavior, and/or attendance concerns. Conducts home visits. </li><li>Takes the lead in the investigation and resolution of residency issues and cases. Interprets federal, state, and school law, school policies, rules, and procedures for school personnel, outside agencies, and members of the community.</li><li>Assists schools in dropout prevention.</li><li>Approves the enrollment of students under the provisions of homelessness, state-supervised-care, informal kinship care, and hardship situations.</li><li>Serves as co-chair on school based attendance committees, works with schools and families to improve student attendance, takes students to Project Attend, and petitions cases to District Court when parents violate the Compulsory Attendance Law.</li><li>Participates in student support teams (SST) and Individualized Educational Programs teams (IEP) to provide background information, to assist in the development of programs for students with attendance issues or who are not achieving academically, and to enhance the decision making process. Interviews students and their families to gather background information and to create social histories. </li><li>Holds reinstatement conferences for students suspended to the pupil personnel worker.</li><li>Serves as case manager for students on program review, long-term suspension, or expulsion.</li><li>Arranges and conducts intake conferences for students discharged from mental health and Juvenile Services facilities.</li><li>Collaborates with students, parents, school personnel, and outside agencies. Serves as a liaison to community service providers.</li><li>Provides assistance in school emergencies and on CIRT teams.</li><li>Provides staff development in the areas of the education of homeless children and youth, residency, and attendance for Baltimore County Public Schools employees.</li><li>Contributes to the Maryland School Performance Program (MSPP) improvement plan for feeder system schools.</li><li>Maintains records. Prepares and presents reports. Researches and gathers data.</li></ul><br><br><strong>Qualifications</strong><br><br><strong>MINIMUM QUALIFICATIONS:</strong><br><br>Education, Training, and Experience:<br><br>Graduation from an accredited college or university with a master's degree in an applicable field, plus three years of successful experience in the field of education.<br><br>Licenses and Certificates:<br><br>Possession of, or eligibility for, a Maryland Advanced Professional certificate with an endorsement for Pupil Personnel Worker is required.<br><br>Knowledge, Skills, and Abilities: <br><ul><li>Thorough knowledge of pupil personnel services. Knowledge of instructional programs. Knowledge of services available to students and parents. Knowledge of county, state and federal laws, regulations, and requirements applicable to student populations. Knowledge of counseling.</li><li>Skill in data analysis and preparing and using student case records. Excellent oral and written communications and human relations skills.</li></ul><br><strong>PHYSICAL AND ENVIRONMENTAL CONDITIONS: </strong><br><br>The work of this class is generally performed in a school environment.
