As the Public Health Officer, this position provides public health leadership and develops public health policy for Santa Clara County; directs the enforcement of Federal, State, and County health and sanitation laws and regulations; and directs the work of combating and preventing the spread of communicable diseases. As the Director of the Public Health Department, this position is responsible for the leadership, administrative, and programmatic operations of the County's Public Health Department. </li><li>Issues local health orders pursuant to state law and County Ordinance and as necessary for the protection of public health;</li><li>Enforces local health orders, ordinances, and rules prescribed by the State Department of Public Health;</li><li>Serves as Local Health Officer for all cities within Santa Clara County;</li><li>Serves as Public Health Medical Director for Agriculture Commissioner and Animal Control;</li><li>Interprets and disseminates policies, laws, regulations, and state and federal directives regarding medical and public health issues;</li><li>Assesses and reports on the health status of the community, using multiple epidemiological, survey, and statistical methods;</li><li>Takes appropriate measures to detect, prevent, and control the spread of contagious, infectious, or communicable diseases, including consulting with physicians in the diagnosis, investigation, and treatment of communicable diseases;</li><li>Consults and provides policy direction on public health activities including, but not limited to public health laboratory services, communicable diseases control including tuberculosis, disease prevention and control, sexually transmitted infections, emerging infectious diseases, outbreak investigations, immunizations, health and sanitation measures, and emergency preparedness and response;</li><li>Directs the inspection, examination, and quarantine of persons, places and things within the county necessary to protect the public;</li><li>Leads, directs, and evaluates the planning, organization, administration, and supervision of all services, programs, and activities of the Public Health Department;</li><li>Through subordinate personnel, plans, organizes, directs, and evaluates program operations; develops, and/or evaluates proposals for programs, services, and projects to meet service needs, to respond to regulatory or legislative changes, or to resolve identified problems; ensures effective utilization of available resources by managing organizational change, allocation of staff resources, and work processes;</li><li>Directs subordinate staff and evaluates their performance in meeting program and individual goals and objectives;</li><li>Reviews, analyzes, and interprets legislation and regulations and develops, recommends, and oversees the implementation of policies and procedures for compliance;</li><li>Directs the review, planning, evaluation, and development of the public health program budgets; oversees administration of the budgets and ensures appropriate fiscal controls and reporting processes are in place;</li><li>Protects and advances the health of the county through educating the public and advocating for effective disease prevention and health promotion programs and activities; </li><li>Represents the Public Health Department before government officials, agencies, community organizations, and the general public;</li><li>Develops and maintains effective working relationships with Federal, State, and local government agencies and community groups to ensure service goals and requirements are met and to coordinate for program effectiveness and efficiencies;</li><li>Informs the Board of Supervisors about all types of health issues that affect the county;</li><li>Responds to media regarding public health disease-related questions and public health declared emergencies;</li><li>Serves as the County's Medical/Health Operational Aid Coordinator and Environmental Health Operational Aid Coordinator;</li><li>Performs other duties as required; and</li><li>May be assigned as a disaster service worker, as required.</li></ul><br> <strong>Employment Standards</strong><br> <br>Considerable education and administrative public health agency experience to perform stated management responsibilities and possession of knowledge and abilities listed below. <br> <br> The qualified candidate must be a graduate of a medical school of good standing and repute, who possesses a valid license to practice medicine and surgery in the State of California. <br> <br> In addition to being a physician, the qualified candidate would possess at least five years (5) of a broad blend of scientific, political, administrative, and personnel management experience in the planning, organization, and coordination of local government-based and community public health programs. <br> <br> A Master's in Public Health and Board Certification by one of the primary medical specialty boards are highly desirable.<br><br><strong>Knowledge of:</strong><ul><li>Clinical medicine, public health, and health care (e.g., epidemiology, biostatistics, environmental health, maternal and child health) management and administration;</li><li>Federal, State, and local laws governing public health programs;</li><li>Current developments and trends in local public health programs;</li><li>Principles and practices of leadership and organizational development methodologies, including leadership development, strategic planning, program development, change management, and process improvement techniques;</li><li>Principles of research, statistical analysis, record keeping, and report preparation;</li><li>Principles and practices of public financing, budgeting, and grants management;
